DARMAWAN, S.T., M.A.

Darmawan earned a Bachelor of Engineering degree from Parahyangan Catholic University in 1996. Through a fully funded study assignment program, he completed his postgraduate education and obtained a Master of Arts in International Relations from Waseda University, Japan, in 2006.

He began his service as a Civil Service Candidate (CPNS) on March 1, 1999, and built his career at the Directorate General of Taxes (DGT) from operational levels up to Echelon IV. During this period, he honed his skills in tax administration management, organizational development, and fiscal policy—expertise that would serve as the foundation for his subsequent assignments.

His promotion to the administrator level (Echelon III) came with his appointment as Head of Division of Analysis and Harmonization of State Revenue and Budget Financing at the Center for Policy Analysis and Harmonization, Secretariat General of the Ministry of Finance, from 2016 to 2019. He later continued his service as Head of Division of Program Management of Minister and Vice Minister within the same unit until 2023.

His promotion to the senior executive level (Echelon II) also marked his return to the Directorate General of Taxes. On March 17, 2023, he was inaugurated as Head of North Sumatra II Regional Tax Office. Subsequently, on September 2, 2024, he was appointed Head of Bali Regional Tax Office.

In recognition of his dedication and integrity as a civil servant, he was awarded the Satyalancana Karya Satya X Year Medal (2017) and the Satyalancana Karya Satya XX Year Medal (2020) by the President of the Republic of Indonesia.

Head of Nusa Tenggara Regional Tax Office

Judiana Manihuruk, S.T., M.A.

Judiana Manihuruk pursued her postgraduate studies at the University of Colorado Denver and obtained a Master of Arts in Economics in 2000.

She began her career as a civil servant at the Ministry of Finance on October 2, 1995, as an employee of the Directorate General of Taxes. In 2016, she served as Head of Division at a Regional Tax Office. In 2020, she was appointed as Head of a Primary Tax Office, and subsequently led several Primary Tax Offices. On February 6, 2026, she was officially inaugurated as Head of Nusa Tenggara Regional Tax Office.

In recognition of her dedication and professionalism, she has received several awards, including the Satyalancana Karya Satya Medal for 10 Years of Service in 2005, 20 Years of Service in 2017, and 30 Years of Service from the President of the Republic of Indonesia. In addition, she has obtained several professional certificates, including the Human Resources Development – Enhance Your Communication Private Program certificate from John Robert Powers Indonesia, the Prepare/Enrich Certified Facilitator Training certificate from the Ciputra University Center for Marriages and Families, and a Certificate of Completion of the Counseling Program Module from the Creative Family Counseling Institute (Lembaga Konseling Keluarga Kreatif – LK3).

Head of Papua, West Papua, and Maluku Regional Tax Office

Sekti Widihartanto, S.E., Ak., M.Si., Ph.D.

Sekti Widihartanto completed his postgraduate studies at the University of Indonesia, earning a Master of Science degree in Tax Administration in 2003. In 2015, he successfully completed his doctoral program and obtained a Doctor of Philosophy (Ph.D.) in Policy Studies from The Australian National University.

He began his career as a civil servant at the Ministry of Finance on March 3, 1999, as an employee of the Directorate General of Taxes. During his career, he served as Change Management Officer II at the Central Transformation Office of the Ministry of Finance. In 2020, he was appointed as Head of the Licensing and Compliance Division for Appraisers, Actuaries, and Other Financial Professions at the Financial Professions Development Center. In 2024, he served as Head of the Analysis and Harmonization Division for State Expenditure and Assets at the Center for Policy Analysis and Harmonization.

Subsequently, in 2025, he was entrusted as Head of Subdirectorate at the Directorate of Potential, Compliance, and Revenue. On February 6, 2026, he was officially inaugurated to the Senior Executive Service level as Head of Papua, West Papua, and Maluku Regional Tax Office.

In recognition of his dedication, he received the Satyalancana Karya Satya Medal for 10 Years of Service in 2016 and for 20 Years of Service in 2020. He was also awarded Second Place in the Duathlon Team Category for Echelon II Units in 2021 by the Head of the General Affairs Bureau.

Head of Center for Taxation Data and Document Processinq

EDWARD HAMONANGAN SIANIPAR, S.E., Ak., M.Si.

Edward Hamonangan Sianipar began his career as a Civil Service Candidate (CPNS) at the Directorate General of Taxes (DGT) on March 1, 1990.

Over more than three decades of service, he has held numerous strategic positions, both at tax offices and at the DGT Head Office. Among these were Head of Division of Audit, Collection, Intelligence, and Investigation at North Jakarta Regional Tax Office and Head of Jakarta Pulogadung Tax Office. He also served as Advisor to the Director General for Tax Law Supervision and Enforcement at the DGT Head Office.

His career continued to advance as he was entrusted with the role of Head of Riau and Riau Islands Regional Tax Office, and later returned to serve as Advisor to the Director General at the DGT Head Office. Since June 13, 2025, he has been serving as Head of Center for Taxation Data and Document Processing.

In terms of education, Edward is a graduate of the Diploma III Program in Finance, specializing in Accounting, from the Indonesian State College of Accountancy (STAN), and earned a Master’s degree in Public Administration from the University of Indonesia.

As a testament to his dedication, he has been awarded the Satyalancana Karya Satya Medals for X, XX, and XXX years of service by the President of the Republic of Indonesia.
