Recognized in Southeast Asia as a country with a comprehensive personal income tax (PIT) system, Indonesia became the destination for the study visit of the Cambodia Ministry of Economy and Finance (CMEF). Held at 5th floor of Cakti Building in Head Office of the Directorate General of Taxes (DGT), DGT welcomed 10 delegates of the CMEF benchmarking Indonesia’s PIT (Wednesday, 19/11).
The head of the CMEF delegation, Acting Director of the Macroeconomic and Fiscal Policy Department, Oudom Bunna, Head of Subdirectorate of International Taxation Agreement and Cooperation, Leli Listianawati, Head of Taxation Public Relations, Ani Natalia, Vice Director for Finance and General Affairs of State Finance Polytechnic of STAN (PKN STAN), Mediya attended the meeting.
The colleagues from Directorate General of Economic and Fiscal Strategy and State Finance Polytechnic of STAN also participated in the meeting.
The visit had been taking place since Monday, November 17, 2025 for three days. During the first two days, it was previously commenced with Ministry of National Development Planning/National Planning Agency, Directorate General of Economy and Fiscal Strategy Ministry of Finance, and Directorate General of Budget Ministry of Finance regarding medium term fiscal framework of Indonesia.
The last day was focused to understand the implementation journey and current operations of PIT in Indonesia. The DGT’s team accompanied the CMEF delegates in providing a concise presentation about Indonesia’s PIT.
The meeting was begun with the opening remarks from Leli.
“On behalf of Directorate General of Taxes, we would like to extend our sincere appreciation for the consideration to have us so far because through this event, we can share the best practices and development progress between our country, allowing us to mutually grow,” said Leli.
Oudum thanked the DGT for welcoming the CMEF to undergo the study visit specifically in terms of Indonesia’s PIT.
“It is not just about learning by exchanging ideas, but it is also about growing together as a general common level, ministry, country level, as part of ASEAN spirit that we flourish and grow together for the speed of prosperity,” said Oudom in his speech.
He elaborated that Indonesia had implemented PIT much earlier than Cambodia, while Cambodia had not started the comprehensive PIT system yet. Cambodia had launched the PIT Policy Framework in 2023 for the preparation of the tax administration and formulated the Action Plan for PIT Policy Framework in 2024. From now until 2029, Cambodia was expecting a comprehensive PIT policy, system, and human capital.
Moderated by a lecturer from State Finance Polytechnic of STAN, Muhammad Yoga Prabowo, the presentation session was started by Ani. She delivered the public communication strategy to raise public awareness on tax obligation.
The discussion continued with the explanation about Indonesia’s domestic PIT policy. It also addressed the administration and information and technology (IT) support for PIT implementation in Indonesia. The brief demonstration of the DGT’s new system called Coretax closed the presentation and discussion session.
The meeting was ended with closing remarks from Mediya.
“We hope that the insight gained from this study visit will be useful to strengthen economic planning, fiscal policy, and tax administration. It is our sincere wish that the knowledge shared will enhance compliance, improve revenue management, and design personal income tax system that are efficient and equitable,” stated Mediya in closing the study visit.
At the end, Oudum expressed the deepest appreciation and gratitude to all parties involved in the agenda.
“May the friendship between our nations continue to grow stronger. Terima kasih,” closed Oudum.
