Jakarta -- Indonesia became the eyewitness of the 7th Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF), held in Hotel Mulia, South Jakarta (Tuesday—Thursday, 13—15/10/26).
Over the past three days, more than 300 delegates participated in the forum, including heads of tax authorities from nearly 40 jurisdictions, as well as representatives from eight international organizations and some institutions and multinational enterprises. They gathered to discuss various taxation topics under the theme “Smart Taxation, Shared Prosperity”.
This event successfully accomplished its agenda, reached broad agreement, and released outcomes.
During the closing session, Executive Secretary of Belt and Road Initiative Tax Administration Cooperation Mechanism (BRITACOM) Secretariat, Deputy Director General of the International Taxation Department of the State Taxation Administration of China, Huang Suhua, unveiled six key outcomes of the forum.
“Joint statement, Tax Administration Product Portfolio (TAPP) 2.0, Tax Service Product Portfolio (TSPP) 2.0, collection of products under BRITACOM TAPP & TSPP, updated training curriculum of Belt and Road Initiative Tax Administration Capacity Enhancement Group (BRITACEG), and annual report of the BRITACOM,” stated Huang.
He also presented a comprehensive overview of the programs over the past year and summarized in nine chapters: BRITACOM institutional profile, secretariat operations, review of the 6th BRITACOF, conferences and events, BRITACEG development, task force, TAPP & TSPP, website and tax journals, and the advisory board.
Director General of Taxes of Indonesia, Bimo Wijayanto, in his closing address, mentioned, “We have now come to the end of the 7th BRITACOF over the past three days. Tax leaders and experts across BRITACOM community have met here in Jakarta, shared our best ideas, and debated one another. On behalf of the DGT, thank you for being here and for the energy you have brought to every session during the last three days.”
Bimo highlighted what Vice Minister of Finance the Republic of Indonesia told in his opening remarks on the first day. Under the theme “Smart Taxation, Shared Prosperity”, the vice minister asked the participants to keep the three priorities in mind.
“The use of technology, to strengthen cooperation, and to build capacity,” said him.
Global economies are changing very fast. The way of business operation is also changing with global economies. Bimo was desirous that our tax system had to keep up with that. We had to be resilience, adaptable, and ready for what comes next.
He elaborated that sharing and cooperation were essential to do since no country could solve its challenge alone. Expertise should move across borders easily as the business did. Closing the gap was not just good diplomacy. It was a strategic necessity to establish a fair, transparent, and equitable global economy.
“Let us be honest with ourselves. Good speech, good presentation, does not change the system. Action does change the tax system. This forum will be remembered not for what we said, but for what we do next,” stated Bimo at the end of his speech.
In the first day (Tuesday, 13/10/26), all participants scrutinized the launch and outlook of TAPP 2.0 hosted by Daniel A. Witt, BRITACOM Advisory Board Member, President of International Tax and Investment Center (ITIC). This session emphasized the fundamentals of integration of various products including tax collection, management, and supervision activities of belt and road initiative (BRI) jurisdictions. This session also discussed digital transformation of tax administration.
In the next day (Wednesday, 14/10/26), all participants gathered in discussion about tax governance and international collaboration for new economic forms, launch and outlook of TSPP 2.0, digital transformation of taxpayer services, streamlining tax compliance, and multilateral tax cooperation and capacity building.
The last session (Thursday, 15/10/26) brought an essential talk referring to business and industry dialogue.
As the 7th BRITACOF has ended, Davlatzoda Nusratullo Muqim, Chairman of the Tax Committee under the government of the Republic of Tajikistan, virtually, expressed that his country, Tajikistan, was ready to welcome BRITACOM members in the 8th BRITACOF. He assured that Tajikistan was ready to succeed the annual tax forum event with focused discussion on digitalization of tax administration and use of artificial intelligence.
