The Vice President of Bank Mandiri welcomed a visit from the Permanent Establishment and Expatriates Tax Office (KPP Badora) team at Bank Mandiri's Head Office, 16th floor of Menara Mandiri 2, SCBD, Jalan Jend. Sudirman Kav.54-55, South Jakarta (Tuesday, 16/9). Attending were Vice President Nugrahani Estuning Sari, Vice President Catra Wardana, Vice President Yudha Airlangga, and Assistant Vice President Putri Mayangsari R.U.
The visit was intended to establish relations and discuss steps to improve the business processes for Value Added Tax on Trade through Electronic Systems (PPN PMSE) and VAT Refund for Tourists.
“At the same time, it is intended to strengthen the digital tax ecosystem that the DGT is currently building,” said Head of the Permanent Establishment and Expatriates Tax Office Natalius, who led the delegation together with Head of Section of Supervision I Danang Dwi Purnomo, Head of Section of Supervision III Ainur Rasyid, Head of Section of Tax Services Riza Almanfaluthi, and four members of the PPN PMSE collection optimization team. This visit marks Natalius’ first visit to Bank Mandiri’s Head Office since he was appointed as Head of the Permanent Establishment and Expatriates Tax Office at the end of May.
During the discussion, Natalius stated that PPN PMSE is the main contributor to the Permanent Establishment and Expatriates Tax Office's tax revenue target, which is around 60-70%. As of July 31, 2025, the Permanent Establishment and Expatriates Tax Office has recorded PPN PMSE revenue of IDR 5.72 trillion, and this amount will continue to grow until the end of December 2025. Most of the PPN PMSE payments from overseas collectors are made through Bank Mandiri. Therefore, ensuring the payment processing and overcoming any obstacles that arise is important and is the main purpose of this visit.
In addition, Natalius said that since January 1, 2025, the Permanent Establishment and Expatriates Tax Office has implemented a new business process, namely VAT refunds for tourists who left Indonesia. Refund requests above IDR 5 million are processed through transfers to tourists' accounts, and this authority now lies with the the Permanent Establishment and Expatriates Tax Office, which was previously carried out by the West Tangerang Tax Office. In its implementation, there are obstacles in the form of returns from foreign correspondent banks. “For this reason, our visit here is also aimed at finding out the cause of the returns,” added Natalius.
Nugrahani Estuning Sari welcomed the arrival and plans of the Permanent Establishment and Expatriates Tax Office team. Nugrahani explained that every obstacle encountered in PPN PMSE payments and the VAT refund process has been brought to Bank Mandiri’s attention, and the bank continues to create easier procedures to ensure prompt tax revenue and swift tourist refunds. As a key outcome of the discussion, both parties agreed to further collaborate on addressing payment and refund issues. Bank Mandiri will support Directorate General of Taxes and the Permanent Establishment and Expatriates Tax Office in strengthening the digital tax ecosystem by planning a return visit to the Permanent Establishment and Expatriates Tax Office to finalize a joint action plan.
